What is the GPSR?

The General Product Safety Regulation (GPSR) is Regulation (EU) 2023/988. Since 13 December 2024 it has replaced the Product Safety Directive 2001/95/EC. It requires that only safe consumer products reach the market and governs risk analysis, technical documentation, labelling, mandatory information in online offers, reporting of accidents, and recall and remedy.

Does it apply to me?

Affected are manufacturers and own-brand sellers, authorised representatives, importers, distributors, web shops, fulfilment service providers and operators of online marketplaces that sell products to consumers in the EU or have them sold. The obligations depend on the role; one company can hold several roles.

For products already covered by their own EU product legislation, for example with CE marking, the Regulation applies only to the aspects and risks that this legislation does not cover. In the first step, Complass delimits which parts apply to a product.
